SPRINGFIELD, Ill. (WAND) — A Democratic plan in Springfield to require all Illinois nursing homes to have on site AED's passed unanimously out of the state Senate.

Nursing home staff will be trained on how to use an AED. While most nursing homes already have AED's, the bill would give those facilities up until January 1, 2030 to buy an AED.

State Sen. Doris Turner (D-Springfield) championed the bill in the Senate. Turner said it was surprising this wasn't already a law.

"When you have that type of facility and you have individuals that are placed in your care, you really should be able to ensure their health and wellbeing is foremost in everybody's mind," Turner said.


The proposal now heads to the Governor's office, where it could possibly be signed into law.

1 AN ACT concerning long-term care.

2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4 Section 5. The Nursing Home Care Act is amended by adding
5 Section 2-213.5 as follows:

6 (210 ILCS 45/2-213.5 new)
7 Sec. 2-213.5. Automated external defibrillators.
8 (a) The administrator of a facility shall ensure the
9 facility has an automated external defibrillator and policies
10 and procedures for the rendering of automated external
11 defibrillation in the facility.
12 (b) All persons certified to provide automated external
13 defibrillation shall:
14 (1) successfully complete a course in cardiopulmonary
15 resuscitation and in the use of an automated external
16 defibrillator that meets or exceeds the standards
17 established by the American Heart Association or the
18 American National Red Cross; and
19 (2) have evidence that course completion is current
20 and not expired.
21 (c) The facility shall provide maintenance and oversight
22 of the automated external defibrillator in accordance with the
23 Automated External Defibrillator Act and develop policies and

1 procedures consistent with current medical practice regarding
2 the use of automated external defibrillators.
3 (d) A facility must comply with this Section by January 1,
4 2030.
